ORLANDO, Fla. - As further proof the NFL never is far from the headlines, owners could make plenty of news this week at their spring meetings. They will consider 13 playing rules proposals and seven bylaws. They will discuss expanding the playoff field from 12 to 14 teams, although a vote on such a move is uncertain. Some changes would seem to be slam dunks: extending the height of the goal posts 5 feet to help determine if kicks are good; eliminating overtime in preseason games; placing fixed TV cameras on the goal lines, end lines and sidelines to help with replay reviews. Others seem almost sidebars to the real action, such as from where to enforce defensive penalties when they occur behind the line of scrimmage, or extending pass interference calls to within a yard of the line. Perhaps the juiciest suggestions came from the Patriots. They want to move the line of scrimmage to the 25 for extra points, and to allow coaches to challenge any calls except on scoring plays, which are automatically reviewed. Passing those proposals would make for a major change in how NFL games are played. "We discussed a lot of different scenarios that have been raised," Rams coach Jeff Fisher, co-chairman of the influential competition committee, said of longer extra-point kicks. "I will point out ... last year we had five tries missed (out of 1,267). I think four were blocked, one was missed. Its still a competitive play. "We are going to propose ... to the membership during one of the preseason weeks that we move the extra point back to the 20-yard line and see how that goes. Its on our radar." New Englands idea on coaches challenges in some ways echoes college football, in which every play can be reviewed. Falcons President Rich McKay, the other co-chairman of the competition committee, said reviews or challenges on defensive pass interference calls have been considered before. "Weve always shied away, as a committee, from penalties and the review of penalties for the most basic reason," McKay said. "We didnt want to put the referee in the position of using his subjective judgment on a play in place of the on-field official. We always thought the intent of replay, when it was put back in in 1998, was to deal with plays where there was an objective standard." Washington has proposed making personal foul penalties reviewable. How replay reviews are conducted overall will be discussed after the committee has proposed allowing the referee to consult with members of the NFL officiating department. The process wont change, but the command centre in New York headed by director of officiating Dean Blandino will already be reviewing the play when the referee gets to the replay monitor. "At the end of the day, whats going to happen is were going to make sure that every single review is correct and we feel like this will speed up the instant replay process and timing," Fisher said. The Redskins want kickoffs moved to the 40 yard-line for "safety and historic consistency," although doing so might totally eliminate returns. But some coaches hint it could lead to more pooch kicks, which wouldnt make the kickoff any safer. Another suggestion is to eliminate stopping the clock on a sack. That no longer is done in the final two minutes of each half, and if passed it will be totally eliminated. The Redskins also proposed raising the number of active players on game day from 46 to 49 for games on any day but Sunday or Monday — not including opening weekend. Washington seeks an increase in the practice squad limit from eight to 10 players; allowing trades after the Super Bowl until when the league year begins in March; eliminating the first preseason roster cut to 75 and having just one cut to 53 at the end of the preseason; and allowing more than one player to return from injured reserve during the season after six weeks on the list. ___ AP NFL website: www.pro32.ap.org and www.twitter.com/AP_NFL Custom Los Angeles Clippers Jerseys . The Canadiens, playing in their second game in as many days, however, got a good performance in the end from their backup goaltender as he filled in for an injured Olympic gold medallist . Freiburg midfielder Felix Klaus scored in the last minute as his side twice came from behind to climb provisionally out of the relegation zone. http://www.clippersnbateamshop.com/patrick-beverley-clippers-jersey/. Of all the names out there who could realistically be dealt by Wednesdays deadline, Ryan Kesler remains No. 1 on the most desired list. And while were not sure if theyre any closer to a deal, we now have a defined price. Blake Griffin Jersey . Hernandez (3-0) struck out 11 and shut down Oakland for the second time in a week, becoming the first Mariners pitcher to win three times in the first nine games of a season. With the usual "Kings Court" for Hernandez home starts expanded to a "Supreme Court" encompassing the entire stadium with yellow shirts and "K" cards, Hernandez gave up four hits in the 28th double-digit strikeout game of his career. The Montreal Canadiens goaltender has won three of his four games since returning from a lower-body injury that kept him out from the end of the Olympic break until March 15.MANCHESTER, England -- Feeling they had a point to prove, Barcelonas players delivered in style leaving Manchester City bitter and bruised. Advancing to the Champions League quarterfinals should be a formality after Lionel Messi scored a penalty and Dani Alves added a late second to secure a commanding 2-0 advantage over City in the round of 16 on Tuesday. Barcelona midfielder Cesc Fabregas felt confident enough to deliver a message to his teams critics: "They will have to shut up for a few days." It seems incongruous that Fabregas would have to be so defensive of Barcelona, given his team tops the Spanish standings, has reached the Copa del Rey final and is on the verge of reaching the Champions League quarterfinals for the seventh straight year. "Theres nothing else you can ask for," Fabregas said. So much for the Catalan giants being a fading force. This win, against a team that seeks to emulate Barcelona on and off the pitch, exposed the gulf between them. And City, which has spent heavily to reach the knockout phase for the first time, couldnt keep up with the elegant visitors. "Maybe we had to prove a point in a way and I think we did it," Fabregas said. "And I think we did it in a style." Waves of attacks by the Spanish champions had been repelled until the start of the second half when Martin Demichelis couldnt keep up with the speedy Messi, dragging down his fellow Argentine and conceding the penalty. Even after Messi made it 11 goals in 11 games since returning from injury, City managed to test Barcelona goalkeeper Victor Valdes more than had it with a full complement of players. But City couldnt equalize against the run of play and Dani Alves successfully completed a one-two with substitute Neymar in the 90th minute to score the teams 113th goal of the season. It was an unsettling introduction to the knockout phase of the competition for City, with Barcelonas poise and panache enabling the four-time European champions to remain in near-complete control against Englands emerging force. Rather than acknowleedging the strength of the opposition, City manager Manuel Pellegrini questioned the integrity of Swedish referee Jonas Eriksson.dddddddddddd "From the beginning I could see the ref was not impartial to both teams," Pellegrini said. And Pellegrini felt that the referee was not up to managing a game of this magnitude despite being selected by FIFA for the World Cup. A Swede lit up the nights other game. Zlatan Ibrahimovic scored twice, between goals from Blaise Matuidi and Yohan Cabaye, as Paris Saint-Germain won 4-0 at Bayer Leverkusen. The second legs of both games are on March 12, and wiping out a 2-0 deficit would seem to be beyond City at this stage. Especially if it struggles to break up Barcelonas flowing passing moves like at the Etihad. Somehow, though, the hosts emerged unscathed from their hesitant start and even produced the first meaningful shot of the match after 25 minutes when Alvaro Negredo curled the ball at Valdes. For all Barcelonas dominance, Hart had one meaningful save to make in the first half, pushing away Xavi Hernandezs long-range strike. "I thought we maybe gave a little too much respect to them in the beginning," City captain Vincent Kompany said. "They were there for the taking." But City couldnt and, after a quiet first half by his standards, Messis key contribution came after the break, scoring his 66th Champions League goal in the 54th minute, putting him just five from levelling Raul Gonzalezs record. Aside from Xavi firing over and Dani Alves skewing an effort wide, City looked more likely to find the net at times in the second half despite chasing shadows so often. Then a lightening move down the right flank was completed by Dani Alves putting the ball through Harts legs from a tight angle, giving Barca a comfortable lead as it chases a first European title since 2011. "They are incredibly efficient," Kompany said. "When you play against them you do realize the individual quality of this team is phenomenal and it makes it so difficult to close them down."
